tar -xvzf theme.tgz -C /etc/share/themes

where theme.tgz is replace by them name of the tar ball

you might be able to put in a place that is specific for users, so you
don't have to do it as root, ie WindowMaker puts theres in :
~/GNUstep/Library/WindowMaker/Themes/ on my debian 2.1+ box.
