And enemy cities as well?  Cities could defect when the
balance becomes negative.

Case in point.  I had 120 gold, a trireme and a diplomat.  An enemy
trireme (cost 220) was in front of a small enemy city.  It moved
into the city.  I bought the city and got the trireme as a bonus!

But I believe the buying has become harder since I did this.

Yes.  On the other hand, this will make aggressive strategies even harder.

I agree, large cities are too difficult to buy.

But what are the Civ II rules?
