Well it is kinda easy and is part of civ2. when you have no units left that
can move the turn is complete. So in civ2 if you want to do something last you
hold off on moving that unit till last. I do this alot.. I take the first unit
that I am moving manually that is not part of an assault and tell him to wait
(like moving a unit onto a transport that isn't in front of him yet. Then do
all the other turns first. then when that unit becomes active again I do city
stuff that needs to get done based on the turn events (change production etc)
but the game knows how many available units you have left to move, because it
moves to a moveable unit after one unit is finished. So it could see that the
units available to move is empty and hit the  end turn button for you. with
3-4 people in the early throws of a game this would triple game play speed.

Just thinking out loud but it IS in civ2
