You could add new orders to units. Like "defend at all costs" and "defend if
you really have to" (meaning "retreat if getting smacked"). The latter would
have a growing probability of retreat as hit points approach zero. Maybe you
could even put a chance for retreat (or "panic") to unit that is ordered to
defend at all costs. Maybe put a modifier if a unit is in a city. Well, lotsa
possibilities :)
