If you are writing code just for yourself, then fine.  But if you 
want to have an active user and developer community, then you should
consider their needs too.  You should consider whether it is fun for 
those users (and prospective developers) if they can't run freeciv
because freeciv or required libs don't work on their systems, or
are too difficult to get working.

Of course there are tradeoffs, and one can't support every possible
system.  So its a balance between developer convenience vs user 
convenience vs widespread portability vs library dependence, etc.

Having fun often involves a lot of work ;-)
