While on the subject; how do you feel about rethinking the notion of
"hurry production"?

For example: the 'hurry' function will set your city in state of
hurrying it's production, which double production output but halve
food/trade output and/or cost a certain amount of money each turn.

This will reward planning and make infrastructure more important.
