One thing that should be done -- after what is already
on that page has been addressed -- is make the value
placed on particular resources dynamic.  For example,
some players may want to concentrate on production to
build units, using small cities.  Such players will
value forests.  Other players may wish to maximize
food or trade; they will want to cut the forests down.
 

The optimal autosettler behavior will depend on the
economic priorities of both the player and the
individual city.  A city with the colossus will want
to make sure every tile has at least one trade.  A
city with king richard's crusade will want to make
sure it has a big enough population (i.e. food) to
work every tile, etc.
