Should be able to save server settings

Many FreeCiv players play against the built-in AI. Most of us have to
change the server settings to our commonly used settings every time. It
would be a huge timesaver if we could save the server settings for the
game to use whenever we launch a new local game. 

Reproduction: 
1. Launch FreeCiv
2. Choose to Start a New Game
3. Select the More Game Options button
4. Notice there is an OK and Cancel button, but not a save button. 

===>>> Should be able to save the server settings for future games. 

Impact: Annoying. Users who use non-default settings will make a mistake
or two (like forgetting to set something important) and will have to
restart.
