No, SAS/C is an old compiler. Last update was in 1996 or so. VBCC however is
updated regulary, and it is possible that it support this. gcc is also
available on Amiga but I currently don't use it.

I haven't followed the thread here but my opinion is just to use the new
ISOC99 stuff if really necessary. If ISOC99 brings really a benefit new
stuff should be developed so that it won't break older non isoc99 compilers.
