Ah right, I see your point. Yes, this is exactly right - you can't work
tiles within an enemy's borders under any circumstances. Borders are
defined purely by city locations, and not by units. Sure, this is a
slight behaviour change, but you get the old behaviour by setting the
borders variable to zero.
