In a classic single player game of civ, the player does mainly 3 
things: 
(1) Move units.
(2) Change productions
(3) Watch the computer players move units.

As see it, the problem for a multiplayer game are:
(1) Human players take a long time to move units.
(2) One cannot change production etc while other players are moving 
and watch other players? moves without continuously switching between 
the two.

A possible solution is as follows.
Problem (1) can be partially solved by letting players plan unit moves 
while other players are making moves.

Problem (2) could be solved by not showing other players? moves 
immediately.  A turn would have 3 phases.  
(1)     Planning: during this phase the player would plan unit 
movements and actions, and change production.  Other players would be 
making moves, but these moves would not be shown to the player.
(2)     Watching: the moves made by other players during this player?s 
planning phase that are visible to the player are revealed to the 
player.  Moves are shown at constant time intervals rather than the 
time intervals at which they were actually made. Possibly, moves that 
do not interest the player could be filtered out.
(3)     Moving: during this phase the player actually moves units.  
All other players are in the planning or watching phases.
