Yes i'm sure. Look at
www.stud.uni-karlsruhe.de/~ue80/3clads-against-4dest.gz 
and you can test how many movepoints a destroyer with < 20% MP can have.

If you want i can make a savegame after the fight ... Destroyer 6/30 V
Moves 6. (without Magellan)

Additional MP's because Nuclear Power?

The calculating of normal movement is ok. Only when a unit is damaged in
a turn.

Nur weil das Aufzeichnen, Kopieren und Schnüffeln bei elektronischem 
Datenverkehr leichter als bei der klassischen Post ist, darf man es nicht
einfach tun.
