This is a slippery slope; at one point you want to use HTML, then a better
format like Docbook or doxygen or whatever, then images, then people
complain their downloads are huge, etc.  Why not just put it on the web!
We can always make a tar.gz of that part of the website available for those
who want to have it available offline.
