we certainly do need another maintainer or two, and with the admonition
that one may not apply his own patch.

I too like the idea of a development branch, however, I have
reservations: The branch should be temporary and synced with the
"stable" cvs branch often. It should be run be the maintainers of the
"stable" branch, and it should be reserved for a large patch that a
maintainer would like reviewed more thoroughly.

Example: 
Raymond (maintainer) : "I have put Joebob's general topologies patch in
the unstable branch. It will be there for a couple days. Go test it out."

Random developer: "I'm lazy, but all I have to do is to 'cvs update' to
look at Joebob's patch!"


Of course, I also think that we should decide on immediate needs and
release a 1.12.1 by January.
