From what I understand, having read some of the previews:

 * If the resource is inside one of your cities' cultural-influence
   borders, you get it automatically.

 * Otherwise, you need to build a "colony" (some sort of tile improvement,
   it appears) on the resource, and connect the colony to one of your
   cities with a road.

Apparently your trade networks can be linked by harbors and airports
(which I presume are city improvements).
