Or, if you have intermittent lag, the defender has a few *minutes* to
kill the diplomat, or the boat carrying the diplomat.  That's why the
present system is a little unfair.  It's also one of the major reasons
why the ai is so easy to win against.  If it's fair to be able to kill
diplomats easily if you have a good connection, then we should make
the ai(which has very little lag!!) able to attack the diplomat
mid-turn.
