Certainly. Ipchains is an executable, yes. Non-root users can run it,
but it'd be pointless; run it as root (sudo /sbin/ipchains ... or su
to root then run it).

The switches you give to the ipchains command tell it what to do.
I had suggested making a separate script that would hold all your
ipchains commands in one place. This way they can be run as part of
the system startup process, and can be edited & re-run at any time.
(For that, I'd suggest putting a -F flush command first, in order to
start with a clean slate each time you run it).
